Engagement Objectives
The Support to TB Elimination Project (STEP), led by CRS India, aims to strengthen systems for improved TB screening, reporting, and elimination in accordance with the National TB Elimination Program (NTEP). A key focus for STEP has been its support to the TB-Free Gram Panchayat (TBFGP) initiative, which empowers village governance bodies to claim and achieve TB-free certification based on set indicators.
In Uttar Pradesh, home to nearly 20% of India’s TB burden, STEP demonstrated success in Bakshi-ka-Talab (BKT) block, Lucknow. Here, 32 Gram Panchayats secured TB-Free certification in 2025, accounting for over half of the district’s claims. These outcomes have shaped plans to scale the intervention to new blocks.
StratComm was engaged to develop knowledge products that document STEP’s innovations, systemic shifts, and good practices thus offering practical insights for replication.
Our Process
Working closely with the CRS-STEP team, we ensured the outputs reflected both the depth and replicability of the intervention:
Story Identification: A virtual brainstorming workshop helped identify key “Stories of Change” that reflected systemic improvements.
Content and Design Development: Insights were shaped into strong narratives. StratComm then created communication materials to capture processes and lessons in accessible formats.
Key Outputs
Story of Change Video: A bilingual video showing how STEP helped 32 GPs in BKT achieve TB-Free status, spotlighting key strategies and impact.
Learning Briefs: Two briefs for teams expanding the intervention to new areas, outlining critical steps for achieving TB-Free certification.
Visual Process Map: A detailed visual map of the BKT pilot, designed as a quick-reference guide for policymakers and partners.
These products equip stakeholders with a clear, actionable view of how structured support to local governance can advance India’s TB elimination goals. They support further advocacy, replication, and scale-up of the TB-Free Panchayat model.
